Packaging MOQs, explained: why minimums exist

You asked for a small run of custom packaging and got told "our minimum is higher than that." The minimum isn't a sales tactic — it's arithmetic. Here's where MOQs come from, what moves them, and what to do when your volume sits below one.

THE SHORT ANSWER

A minimum order quantity (MOQ) is the smallest run a converter will accept — the point below which the fixed costs of a job (press setup, make-ready waste, tooling, material minimums, and order handling) can't be spread across enough units for the job to make sense for either side. The key things to know:

  • MOQs come from fixed costs — setup, tooling, and material minimums that exist whether you order a handful of units or a full run
  • They differ by process — digital printing carries the lowest minimums, flexo sits in the middle, gravure the highest
  • They're negotiable at the spec level — standard materials and sizes pull minimums down; custom laminates and spot colors push them up
  • The MOQ is not the best price — it's the floor, not the sweet spot on the quantity curve

What an MOQ actually is

Every custom packaging job carries two kinds of cost. Variable costs scale with quantity: material, ink, press time per unit. Fixed costs don't: mounting plates, washing up the press, running waste sheets until color and registration settle, cutting a die, processing the order. Those fixed costs are the same whether the run is tiny or enormous.

Divide the fixed costs across the units in the run and you get the setup burden per unit. On a large run it rounds to almost nothing. On a small run it dominates — at some point the setup burden per unit exceeds what anyone would reasonably pay for the package itself. The MOQ is the converter's line in the sand: the quantity below which the job doesn't recover its own setup. Below it, the converter either loses money or has to quote a unit price so high that the buyer walks away. The minimum protects both sides from a job neither would be happy with.

Where minimums come from

An MOQ isn't a single number a converter invents. It's the envelope of several independent floors, and the binding one depends on the job. The main sources:

Changeover timeEvery job change idles the press. A converter scheduling many small jobs spends the day changing over instead of printing, so each slot on the press has to earn a minimum contribution.
Handling & admin floorOrder entry, prepress, proofing, quality checks, palletizing, and invoicing cost roughly the same for a small order as a large one. Below a floor quantity, the paperwork outweighs the product.

Notice that only some of these live on the press. Even a converter with idle capacity still faces the material minimum and the handling floor — which is why "can't you just squeeze it in?" rarely changes the answer.

Make-ready — the setup phase of a print run: mounting plates or tooling, loading substrate, and running the press until color and registration reach sellable quality. Why MOQs differ by printing process

Ask three converters for a minimum on the same pouch and you can get three very different answers — usually because they run different presses. The pattern is consistent:

  • Digital printing — the lowest minimums. No plates, minimal make-ready, near-instant changeover. The fixed cost of a job is mostly file handling, so digital converters can accept runs that would be absurd on a conventional press. The trade-off is a higher unit cost at volume, which is why digital wins short runs and loses long ones.
  • Flexo — the middle of the range. Plates must be made and mounted, and make-ready consumes real material, so the job needs enough length to bury those costs. Once running, flexo's unit cost drops quickly, which is exactly why its minimum sits where it does.
  • Gravure — the highest minimums. Engraved cylinders are the most expensive tooling in mainstream package printing, and gravure presses are built for very long runs. The cylinder investment only makes sense when spread across a large quantity, so gravure minimums are typically the highest you'll encounter.

This is the single most useful lens for reading a quote: a high MOQ usually means you're being quoted a long-run process. If the minimum shocks you, the right question isn't "can you lower it?" — it's "can this job run digitally?"

What moves your MOQ

Within one converter and one process, the minimum still moves with your spec. The direction is predictable:

Things that pull the minimum down:

  • Stock materials. A film, laminate, or board the converter already keeps on the floor removes the master-roll problem — your job shares material with everyone else's.
  • Standard sizes and structures. An existing die or a common pouch format means no new tooling to amortize, and often a slot in an established production routine.
  • CMYK-only artwork. Process-color jobs can gang with other work and skip custom ink mixing.
  • Fewer SKUs per structure. One design per size keeps changeovers out of your run.

Things that push it up:

  • Custom laminates and barrier structures. A film built to order inherits the mill's own minimum — often the largest floor in the whole quote.
  • Spot colors and special inks. Each custom ink adds mixing, a press station to wash, and make-ready to re-settle — fixed cost that needs quantity to absorb.
  • Custom sizes and shapes. New dies, new cylinders, new setup programs — all per-design costs.
  • Finishes and embellishments. Foil, embossing, soft-touch coatings: each adds a pass or a station with its own setup.

The practical takeaway: if your volume is near a converter's minimum, simplify the spec before you negotiate the number. Moving to a stock film or dropping a spot color changes the arithmetic that created the minimum in the first place.

Your options below the minimum

Sitting below the MOQ doesn't mean custom packaging is off the table. In rough order of usefulness:

  1. Go digital. The most direct fix. If a digital press can run your material and format, the minimum drops dramatically because the plates and most of the make-ready disappear. Expect a higher unit price than the conventional-press quote at volume — that's the trade, and for a launch or a test it's usually worth it.
  2. Stock packaging plus a custom label. A genuinely underrated pattern: buy an off-the-shelf pouch, jar, or carton, and put your brand on a printed label. Label minimums are far lower than direct-print minimums, the stock container has no tooling cost, and you can move to fully printed packaging once volume justifies it. Many successful brands launched exactly this way and switched later.
  3. Gang runs. Some converters combine several customers' jobs on one press run, sharing the setup across all of them. You give up some control over timing and exact color, but the effective minimum per customer drops.
  4. Buy ahead across SKUs. If you have several designs on the same structure and material, run them together in one press run with plate or file changeovers, and warehouse the inventory. You meet the minimum collectively instead of per SKU.
  5. Order the minimum and hold stock. Sometimes the honest answer: if the product will sell through, buying the MOQ and storing it beats paying a short-run premium twice. Weigh shelf life, storage cost, and the risk of artwork changes before committing.

MOQ vs. price break: not the same thing

A common and expensive confusion: treating the minimum as the quantity you're "supposed" to order. The MOQ is where the converter is willing to start. The unit price at the minimum is usually the worst on the whole curve, because the fixed costs are spread across the fewest possible units.

As quantity rises past the minimum, the setup burden per unit keeps shrinking and the unit price steps down through price breaks — quantities where the economics genuinely change, such as filling a full press run, consuming a full master roll, or shipping a full pallet. Somewhere along that curve is the point where the next break no longer saves enough to justify the extra cash and storage. That point — not the MOQ — is your optimal order quantity.

So when you review a quote, never look at a single quantity. Ask for the break schedule, and compare the total spend at each break against what you'll realistically sell through. Ordering at the minimum every time is often the most expensive way to buy packaging that money can arrange.

Planning reorders around the minimum

The MOQ matters most on your first order, but it shapes every reorder too. Three habits keep it from biting:

  • Reorder on lead time, not on empty shelves. A reorder placed late becomes a rush job, and rush jobs have the least room to negotiate quantity or price. Track your run rate and place the order when remaining stock equals lead-time demand plus a buffer.
  • Keep tooling alive. Plates, dies, and cylinders from the first run are usually stored by the converter and reused, so reorders skip part of the fixed cost. Changing artwork resets that clock — batch your design updates rather than trickling them.
  • Revisit the process as you grow. The digital job that made sense at launch quietly becomes overpriced once your volumes clear conventional-press minimums comfortably. Re-quote across processes at least yearly; the crossover sneaks up on brands that are growing.
