What packaging actually costs: a buyer's guide
Two vendors quote the exact same pouch and the numbers land far apart. Neither one is lying — they're bundling different things into one number. This guide unpacks what's actually inside a packaging price, so you can read any quote and know what you're paying for.
THE SHORT ANSWER
A packaging price is a bundle of a few distinct costs: material, prepress and plates, press setup (make-ready), run time, finishing, and packing & freight. Some of those costs are fixed per order and some scale with quantity — which is why unit price falls as volume rises, and why two quotes for the "same" job can differ without either being wrong. The key relationships:
- Fixed costs amortize. Plates, dies, and make-ready cost the same whether you print a little or a lot — spread over more units, their share of the unit price shrinks.
- Variable costs set the floor. Material and run time scale with quantity; no volume discount erases them.
- Complexity multiplies setup. More colors mean more plates and longer make-ready. Special finishes add passes and tooling.
- Quotes differ because bundles differ. One vendor amortizes tooling into the unit price; another bills it separately. One includes freight; another doesn't.
Why packaging pricing feels opaque
Ask three converters to quote the same carton and you'll usually get three different numbers — sometimes far apart. That experience convinces a lot of buyers that packaging pricing is arbitrary, or that someone is padding the quote. It almost never is either. The real reason is simpler: a packaging quote is not one price — it's several different costs rolled into one number, and every vendor rolls them differently.
Inside any quote there is money for the material itself, money for preparing the job (files, plates, dies), money for setting up the press, money for the time the press actually runs, money for finishing steps like lamination or foil, and money for packing the finished goods and shipping them to you. Two vendors can agree on every one of those costs and still hand you different totals, because one amortizes the plates into the unit price while the other bills them as a separate line, one includes freight while the other quotes ex-works, and one assumes a different press route with different setup economics.
None of that is visible on a one-line quote. So the first skill of a packaging buyer isn't negotiating — it's decomposing. Once you can see the buckets, quotes stop being mysterious and start being comparable.
The anatomy of a packaging price
Every packaging price, for every format — labels, pouches, cartons, corrugated — is built from the same six buckets. What changes between formats is the relative weight of each bucket, not the list.

Notice the pattern in the right-hand column. Some buckets scale with quantity (material, run time, freight). Some don't scale at all — they're incurred once per order (plates, make-ready) or once per artwork version. That single distinction explains most of what feels strange about packaging pricing, so it deserves its own section.
The setup-vs-run principle
Here is the one piece of math worth internalizing, and it needs no vendor's numbers to work:
Unit price = (fixed costs ÷ quantity) + variable cost per unit.
The fixed costs — plates, dies, prepress, make-ready — are the same whether the press runs for ten minutes or ten hours. The variable costs — material and run time — grow with every unit. So when you divide the total by the quantity, the fixed portion gets thinner and thinner as the order grows, while the variable portion stays put. That's the entire reason unit price falls with quantity. It isn't a reward for loyalty or a bulk "discount" in the retail sense; it's arithmetic.
Three consequences follow directly:
- Small orders are dominated by setup. On a short run, most of what you're paying for is getting the press ready, not the packaging itself. Doubling a small order can lower the unit price dramatically because the fixed costs split across twice as many units.
- Large orders converge on the material floor. Once the fixed costs are spread thin, the unit price flattens out near the variable cost — material plus run time. Past that point, bigger orders buy you less and less per unit.
- Reorders of an unchanged design are cheaper to produce than first runs. The plates and dies already exist. Whether you see that saving depends on how your vendor billed the tooling the first time — which is exactly why you should ask.
This is also why comparing a digital quote to a flexo quote at one quantity tells you nothing. Digital presses carry almost no plate or make-ready cost but run at a higher variable cost per unit; conventional presses are the reverse. At small quantities digital tends to win; at large quantities plates pay for themselves. The crossover point depends on the job — the principle doesn't.
Quantity breaks and MOQs
Vendors publish price breaks — quantity tiers where the unit price steps down — and minimum order quantities below which they won't quote at all. Both come straight from the setup-vs-run principle, plus a few physical realities of production.
Price breaks land where the economics genuinely change: where the fixed costs have amortized enough to matter, where the job fills a material roll or sheet size more efficiently, or where the run is long enough to justify a faster press or an extra shift. They're steps rather than a smooth slope because production resources come in discrete chunks — you can't buy half a plate or run half a make-ready.
MOQs exist because below a certain quantity, the fixed costs swamp everything else. The vendor either has to quote a unit price that looks absurd or lose money — so instead they set a floor. MOQs also reflect material purchasing: substrate suppliers sell film and board in minimum roll or sheet quantities, and a job too small to consume its material minimum leaves the converter holding the remainder. The practical takeaway: when a quote's tiers surprise you, ask what changes at each break. A good vendor can tell you — "that's where the job fills the web" is a real answer, and hearing it builds exactly the kind of trust a one-line quote can't.
What makes a job expensive
Beyond quantity, four spec decisions do most of the damage to a packaging budget. Each one works through the buckets above — usually by inflating the fixed costs, which hurts small runs the most.
- More colors. On conventional presses, every ink color needs its own plate or cylinder, its own print station, and its own share of make-ready time to bring into register. A design that needs many spot colors costs more to prepare and more to set up than one built from fewer inks — every time it's printed, not just the first. - Special finishes. Foil stamping, embossing, soft-touch lamination, tactile varnish — each adds a process, and each process brings its own tooling, its own setup, and its own pass through a machine. Finishes are often worth it on shelf; just know that each one is a whole extra cost bucket, not a line-item tweak.
- Tight tolerances. Demanding tighter-than-standard color matching, registration, or dimensional tolerance means longer make-ready, more spoilage before the run counts as sellable, and more inspection during it. Spec tolerances where they matter — brand-critical color, fitment-critical dimensions — and stay standard everywhere else.
- Unusual sizes and shapes. A custom shape needs a custom die. An odd size can also waste material across the press: if your package doesn't nest efficiently into the web or sheet the converter runs, you pay for the trim that falls on the floor. Sizes that fit standard tooling and lay out cleanly on standard material widths are quietly cheaper at every quantity.
None of these are reasons to avoid ambitious packaging. They're reasons to make each choice on purpose — and to expect the quote to move when the spec does.
Format-specific drivers at a glance
The six buckets are universal, but each format has a personality — a couple of drivers that dominate its price in practice.
- Labels. Material choice and die shape carry the day. Label stock ranges from commodity paper to premium films and specialty adhesives, and because a label is mostly material, that choice echoes through every unit. Size matters twice: bigger labels use more stock, and how the shape nests across the printed web decides how much of the roll you're actually buying versus throwing away. - Flexible pouches. The laminate structure is the headline: how many film layers, whether there's foil or a high-barrier layer, and what the food or child-resistance requirements demand. Then come the features — zippers, tear notches, valves, spouts — each a material and a converting step. - Folding cartons and corrugated. Board grade and caliper set the material cost; the die and any windowing or lamination set the tooling; and freight matters more than buyers expect, because boxes ship a lot of air. Structure choice — how the blank nests on the sheet — quietly moves the material bucket the same way label nesting does.
How to get comparable quotes
Since quotes differ mostly because bundles differ, the fix is to control the bundle. That means sending the same complete spec sheet to every vendor and asking for the same decomposition back. A spec that produces comparable quotes covers:
- Structure and dimensions — the dieline or an exact size, not "a standard pouch."
- Material — the substrate or laminate structure, or the performance requirement (barrier, board strength) if you're open to alternatives.
- Print spec — number of colors, spot versus process, coverage, and any color-match requirements.
- Finishes — every lamination, varnish, foil, or embellishment, named explicitly.
- Quantity tiers — the same tiers to every vendor, so the breaks line up.
- Delivery terms — where the goods land and who pays the freight.
Then ask each vendor to state plates and tooling as separate line items, and to note what a reorder of the identical artwork would cost. That one request collapses most of the ambiguity: you'll immediately see who amortized tooling into the unit price, who's charging for it twice, and what your real ongoing cost looks like after the first run.
